"The Committee of Practitioners serves as an advisory council to ADE and the Superintendent of Public Instruction to ensure that all students under ESSA are provided equitable access to an excellent education. COP members collectively commit to engage in the work of the committee to address relevant issues related to ESSA and provide feedback to ADE from a LEA perspective."

What is the Committee of Practitioners
In 1988, P.L. 100-297 authorized the State Department of Education to establish a Title I Committee of Practitioners (COP). In accordance with this statute, the committee is to be composed of administrators, teachers, parents, representatives of non-public school children and representatives of neglected and delinquent institutions. The law requires all major proposed or final rules or regulations issued by the state be reviewed by the Committee of Practitioners. Beginning in FY1998, the COP became a cross programmatic committee. Under NCLB, renamed ESSA, the COP covers all ESSA programs that are in the Consolidated Plan.
